Nursing education and regulation: hot topics at International Council of Nurses Congress 2023

Driving the professional practice of nursing through education and regulation will be the focus of a main session at the International Council of Nurses (ICN) Congress in July 2023.

Edna C. Tallam-Kimaiyo, a global health champion and a national leader in transforming Kenya’s health systems through regulating nursing education and practice and Myrna A. A. Doumit, a tenured Associate Professor at the American University of Beirut, Hariri School of Nursing (AUBSON) will address an audience of thousands of nurses at the ICN Congress, 1-5 July 2023 in Montreal, Canada on the topics of nursing education and regulation.

The pandemic has caused major disruptions to health care environments. Shortages of health care professionals, supplies, equipment, and infrastructure have led to emergency declarations and changes to the regulatory and education environments. As we move forward, there is a critical need to rapidly build the capacity and capability of the nursing workforce. Education and regulation must continue to evolve and keep pace with the times in order to ensure the highest quality of care is affordable, safe and accessible to the public. This session will review advances that have been made in this area as well as provide thought provoking challenges and strategies for the future of nursing education and regulation.

Edna C. Tallam-Kimaiyo, PHD, BScN, MPH, CGNC, has held several senior management positions in nursing and midwifery and has experience developing national health policies. Edna is currently the Registrar and Chief Executive Officer of the Nursing Council of Kenya, which regulates Nursing and midwifery education and practice, a facilitator of the ICN’s Global Nursing Leadership Institute (GNLI) and Organizational Development of National Nursing Associations (ODENNA), which includes the ICN’s Leadership For Change (LFCTM) programme project focal person in Africa region. Her rich and vast experience has inspired her to develop health systems and research capacity for promoting progressive healthcare policies. She is on the national taskforce for COVID-19 and Universal health coverage.

Myrna A. A. Doumit, PhD, MPH, RN, FAAN, is the immediate past President of the Order of Nurses in Lebanon (2018-2021) and a Fellow at the American Academy of Nursing. Dr Doumit is also a member on the Lebanese Ministry of Public Health National committees for breast cancer awareness and palliative care and pain; a representative of the Lebanese Ministry of Public Health on the Arab Nursing Council for Health; and President of the Nursing and Midwifery Scientific Council. She is a founding member of the Chi Iota Chapter at AUBSON (STTI) and served as the Coordinator of the STTI Middle East region (2015-2017). In 2018, Doumit received the Past President Award from ISNCC for her work in the field of Oncology. She has received global recognition for outstanding service and leadership as President of the Order of Nurses, was awarded the WHO Health Worker Recognition as a front fighter against COVID-19, and the Women in Global Health’s Heroine of Health Award (2021) in the aftermath of the Beirut explosion.

In partnership with the Canadian Nurses Association, the ICN 2023 Congress will look closely at key topics such as nursing leadership; emergency and disaster management; nursing regulation and education; improving the quality and safety of healthcare delivery; advancing nursing practice; growing and sustaining the nursing workforce; promoting and enabling healthier communities; and addressing global health priorities and strengthening health systems.
